Oscar is an attorney at Vaar with expertise in public procurement, state aid, and EEA law. He is driven by a strong professional interest in these fields and is dedicated to finding effective and cost-efficient solutions for his clients. Oscar advises both private and public clients, offering legal counsel and support in dispute resolution. 

In the area of public procurement, Oscar assists with the drafting of tender documents and bids, the handling of exclusion and cancellation decisions, and amendments to public contracts. He has on several occasions contributed to legislative work related to public procurement, including a temporary engagement with the Ministry of Trade, Industry and Fisheries. As a litigator, he regularly represents clients in court proceedings and in complaints before the Norwegian Complaints Board for Public Procurement (KOFA). 

Oscar also advises on a wide range of EU and EEA legal matters, including complaints to the EFTA Surveillance Authority (ESA), proceedings before the EFTA Court, and the implementation of EEA acts into Norwegian law.
